Can’t Microsoft do something about this scam? Seems like people are falling for it. I think these are scams because not much information. Download is simply copying a file from outside of your computer ie from the internet or USB drive to your local computer. Install is running a special file to setup your program so that it will run correctly in Windows. This typically means creating folders on the HD, and expanding compressed files into those various folders and creating many registry entries.
The MS online download process unfortunately allows you to combines these 2 separate processes, causing confusion among non technically oriented users.

HELP,,,,,, Me too, I paid for this via my employment and have made several attempts to load or download it to my previous pc with not success and now that I have a new computer I thought I may have a chance sense I purchased it.
